Activity report 2009

Delivery of the 100th certificate NF - Armatures 31st May 2010

The 100th certificate NF - Armatures was delivered by Bernard CRETON, Chairman of AFCAB, and by François DUMOULIN, holder of the 1st certificate, to Jean-Luc RUMEAU, Chairman of ARMATURES DE FRANCE, on the 31st May 2010 in the manufacturing unit ARMATURES SERVICES in Domazan (Gard) in presence of numerous VIPs of the field, private and public operators with respect to certification.

New AFCAB procedures

Results of the 2009 AFCAB enquiry

In 2009, we proposed you an enquiry. The scope of this enquiry was the runnig of certification, the performances of AFCAB and the costs of the certification. The answers showed that AFCAB is viewed as competent, rigourous, impartial and transparent, that the confidentiality of information is well protected, that the relations with AFCAB are easy and that answers to questions raised to AFCAB are easily got. On the contrary, AFCAB is perceived as too slow ans too expensive. New procedures are now in place and new laboratories are in course of qualification to solve the first problem. AFCAB is at the moment having an internal study to solve the second one. In addition to this, AFCAB will provide more regularly some information concerning the evolution of standardisation and regulations.

Resume of the European standardisation concerning concrete reinforcing steels

The ECISS/TC104 committee has replaced the ECISS/TC19 committee. This committee is in charge of the standardisation needed for the CE marking of the reinforcing steels. The European Commission issued the M115 mandate and this committee then resumed its standardisation work.

Updating of reinforcing steel standards

The NF A 35-080-1 and -2 standards that are due to replace the NF A 35-016-1 and -2 and NF A 35-019-1 and -2 are submitted to public enquiry until 15/03/2010.

Revision of the standard concerning the tensile tests

The NF EN ISO 6892-1 standard was issued in October 2009. This standard deals with tensile tests on metallic materials. It replaces both ISO 6892 and NF EN 10002.

Revision of standards

The following standards : * NF A35-015 " Aciers pour béton armé - Aciers soudables lisses - Barres et couronnes" (plain bars and coils) * NF A35-024 " Aciers pour béton armé - Treillis soudés de surface constitués de fils de diamètre inférieur à 5 mm" (welded fabrics under 5 mm) * NF A35-027 " Produits en acier pour béton armé - Armatures" (cut bent welded reinforcing steels) * NF A35-028 " Aciers pour béton armé - Treillis raidisseurs" (lattice girders) dated november 2009 are now published by AFNOR

New concrete reinforcing steel standards

The revised standards NF A 35-015, NF A 35-016, NF A 35-019 and NF A 35-028 are now issued. The standards NF A 35-017, NF A 35-024 and NF A 35-030 are due to be issued during next January.

Postponement of the CE marking of the concrete reinforcing steels

With its decision dated 05/12/2006, the European Commission decided to suppress the reference to EN 10080 for the CE marking of the concrete reinforcing steels (see OJEC 08/12/2006). This cancellation was made for two reasons : 1. The EN 10080 does not take into account the Rm characteristics, used in the Italian anti-seismic regulation, 2. The annex ZA of the EN 10080 foresees technical classes, but these classes are not described in the standard. Note : The EN standards reference for CE marking include a so-called « harmonised » part and a so-called « voluntary » part. The « harmonised » part is the part that is made regulatory in European countries by the implementation of the CE marking. The annex ZA addresses the parts of the standard that are « harmonised ». The voluntary part is the one that is not « harmonised ». The CE marking of the concrete reinforcing steels is then delayed until the EN 10080 is modified to take into account the objections of the Commission. This will probably require several years. In between, the EN 10080 standard is and remains a European standard that must be published by each of the standardisation bodies that are CEN members (AFNOR in France). It then remains an NF EN 10080 in France, DIN EN 10080 in Germany etc. and the contradictory national standards shall be deleted. That is why the French standardisation commission for reinforcing steels has begun the revision the standards of the A 35 series.
